Prime Minister Nikol Pashinyan today joined Defense Minister David Tonoyan and Chief of the General Staff of the Armed Forces Artak Davtyan to attend the opening of a new-built canteen in Army Unit N. Earlier, the Premier was shown the military unit’s new multifunctional rolling stock.
The Prime Minister reminded that the given unit was among the first to switch to the novel catering system. “At that point, we were talking about the need to renovate the canteen, which should help us understand the advantages of the new catering system,” the Premier said. Note that 43 army units have already switched to the new system. Nikol Pashinyan stressed that the whole process had been supported by the Government ever since its inception.
“The following condition was set forth: we should be convinced that every penny is being spent effectively. That is why we need to make the whole process transparent in order to ensure that every penny is spent effectively for our soldiers,” Prime Minister Pashinyan said, stressing the importance of putting procurement processes on an institutional groundwork, which implies proper standards in building military canteens.
“We should not seek a conscientious builder, instead we need an institution to prevent the builder from not being conscientious,” the Head of Government said, noting that the construction of all canteens in military units should be organized exclusively on a competitive basis.
The Prime Minister got acquainted with the menu, talked to servicemen and had dinner with them. Modern kitchen equipment is installed, and the option of automated self-service has been introduced at the canteen. Servicemen are offered a variety of dishes, in addition to salads, fruits, sweets and juices.
