Chaired by Prime Minister Nikol Pashinyan, today the Government discussed the activities implemented by the Cadastre Committee in 2019 and in the first four months of 2020. Committee Chairman Suren Tovmasyan reported the activities carried out in accordance with the Government’s Program of Activities for 2019-2023. In particular, the concept of an integrated cadastre was developed and presented, and an interagency commission was set up in 2019. A strategic program for establishing an integrated system of real estate cadastre is being finalized according to the revised timetable.

During the first four months of 2020, the Committee developed guidelines for international geospatial data standards, standardized and introduced in the geo-portal the corresponding cartographic layers. New software and server systems will be developed to facilitate the assessment of needs.

In order to build up an online, paperless system of real estate cadastre, the applicable legislative framework has been streamlined. To this end, the procedures for registration of rights and provision of information will be reformed in the areas of registration and archiving of spatial data.

The re-launch of the Cadastre Committee’s online platform (e-cadastre.am) went a long way towards improving the quality of services. The online application procedures are being simplified on a regular basis. 300-400 online applications are registered each day.

The Government approved the concept of a unified register of addresses in the Republic of Armenia. Drafts of legislative changes based on the logic of the concept are being developed, on the basis of which the online platform of the unified address system will be launched.

Work is underway to clarify and finalize the location and names of streets, digitize them, and create a relevant database. These activities have already been completed in 8 regions. Armenia’s landed estate is being assessed for further improvement. The corresponding information is available on the Committee’s official website.

In accordance with the amended timetable, measures have been taken to comply with the new zoning standards introduced in the country following the adoption of the law on establishing a procedure for market valuation of immovable property in the Republic of Armenia.

The Committee has completed the process of creating a cartographic base for the city of Vagharshapat. The draft law on amending the RA Law “On Real Estate Appraisal” was developed and submitted for the Government’s approval. The bill is being finalized and will soon be presented for discussion by interested parties. As part of the ongoing structural reform, 2 out of the Committee’s 5 territorial subdivisions were merged.

The Prime Minister wanted to know the reasons for changing the schedule of a number of activities. In this connection, the Chairman of the Cadastre Committee noted that the Committee is currently working on both the ongoing and planned programs due to be implemented in the reporting period. Prime Minister Pashinyan told Suren Tovmasyan to be consistent in this matter and comply with the established timetable.
