A regular Cabinet meeting took place today, chaired by Prime Minister Nikol Pashinyan.
The government approved the public-private partnership program for the provision of biometric passports and ID cards. As noted by Minister of Internal Affairs Vahe Ghazaryan, as a result of the implementation of the project, a private partner will be involved in the format of a public-private partnership, which will invest the best experience and knowledge in the process of issuing travel and identity documents in Armenia, both from an operational, marketing and promotion point of view, with the aim of addressing and solving problems faced by end users.
Nikol Pashinyan highlighted the adopted decision and noted that its strategic goal is to create a citizen's digital profile, and here the biometric passport is very important.
It was noted that the government will announce an international tender for the creation of a digital system of biometric passports and ID cards.
The law "On Amendments and Additions to the Code on Administrative Offenses" and related bills were discussed at the Cabinet meeting. As a result of the adoption of the package of bills, by making changes in the relevant normative legal acts, the importance and role of the appeal procedure in the order of precedence of the administrative acts adopted by the competent bodies of the Police will increase, while ensuring the objective possibility of a fair trial by the administrative court in a reasonable time, reducing the unnecessary burden. An exchange of ideas on the bills took place, proposals and observations were presented.
According to Nikol Pashinyan, in particular, some changes should be made in the bill. "In case of registering for receiving the notifications electronically, I think the discount should be 30 percent, and in case of paying within 15 days, another 30 percent. And one more point, we should make a regulation in the law: the address that the citizen registered on the police.am website to receive his notifications can be considered the citizen's official e-mail address, and all notifications from all state bodies can be sent to that address. And in that case, the citizen will be considered duly notified," said the Head of the Government and added that it is necessary to make this change, unless there are exceptional circumstances. Summarizing the discussion, the Prime Minister suggested not to put the issue to a vote and submit it to the government for further discussion after amendment.
A draft decision will be presented at the Cabinet meeting, by which illegally obtained area of 0.9 ha in the village of Armash at the address of "Yeraskh-2" military unit will be returned to the state. The area head been illegally alienated in 2005 by one of the former defense ministers in 2005.
The government approved the measure and procedure for providing refunds to pensioners from non-cash payments. Accordingly, the system of providing refunds to pensioners from non-cash payments is being reviewed. Referring to the issue, the Prime Minister noted that according to November 2023 data, from July of last year, that is, from the moment of introduction of the system until now, pensioners have carried out non-cash trade of 62 billion AMD. 5.2 billion drams have been returned to pensioners since the introduction of the systemt. The Head of the Government said that as a result of the discussion, they came to the decision that the 10 percent refund will be paid from the state budget from January 1.
