A regular Cabinet meeting took place today, chaired by Prime Minister Nikol Pashinyan.

The Government approved the program of providing support for the organization of vocational training and gaining work experience for people forcibly displaced from Nagorno Karabakh. As noted by the Minister of Labor and Social Affairs, Narek Mkrtchyan, the program has three components. The first component is vocational training followed by mandatory employment for at least three months, the second component is paid internship followed by mandatory employment for at least three months, and the third component is vocational training followed by paid internship and employment.

"In case of the first direction, we offer up to five months of vocational training to our compatriots forcibly displaced from Nagorno-Karabakh. During that time, the employer must decide in which educational institution and educational center the training should be conducted. During this period, we provide our compatriot forcibly displaced from Nagorno Karabakh with a scholarship of 50 thousand AMD and another 50 thousand AMD to pay the tuition fee. After that, when he presents the certificate of completion of the education period, he will sign an employment contract with the employer for a period of at least 3 months and the employer's taxes will be reimbursed in the amount of 50,000 AMD within three months. The second component refers to gaining paid work experience and internships. A 6-month contract is signed between the employer and our compatriot forcibly displaced from Nagorno-Karabakh, of which three months are necessarily considered as paid work internship. In other words, we will provide the employer with 165,000 AMD per month to pay the salary and relevant taxes to the beneficiary. 120,000 AMD salary remains after paying taxes. After the internship, the employer undertakes to provide the beneficiary with work for another three months, in return for which the employer is paid a maximum of AMD 50,000 per month for mandatory taxes for three months. In case of terminating the employment contract concluded between the employer and the beneficiary before the expiration of six months, the employer is obliged to fully return the amount paid to the beneficiary as salary from the amount provided to him by the state during the internship. The third component unites all components. that is, vocational training, paid work internship and a mandatory condition for employment," said Narek Mkrtchyan.

The Government approved the bills on "Regulation of Gaming Activities", "Making Amendments and Additions to the Law on Combating Money Laundering and Terrorist Financing" and related laws. The purpose of the adoption of the bill is to clarify the legal relations in the field of regulation of gaming activities, taking into account the use of modern technologies in the field, the implementation of proper control over them through the electronic management system of the gaming sector, the modernization of the information provided to state bodies, the forms and methods of submitting reports, as well as ensuring the maximum protection of the interests of participants through carrying out oversight of software and technical means of organizing and conducting games of chance, control over compliance with the requirements and standards set for the rules and conditions of the game.

SRC President Rustam Badasyan singled out 2 big goals under the package of bills. "The first is to ensure transparency. that is, control over the turnover of companies operating in the field of gaming activities should be online, in online mode. Second is the introduction of responsible game rules”.

It was also noted that within the scope of the responsible game measures introduced by the law, a number of restrictions are placed on who cannot participate in the games of chance, which refers to both online and real-life gambling. "People under the age of 21, citizens who benefit from any program implemented under state budget subsidies or co-financing, are registered in the social assessment system of families in the manner prescribed by the legislation and are beneficiaries of a program implemented on the basis of family insecurity cannot participate. They are already defined in the law, but if the government decides to restrict any other social group in the future, it can be easily implemented through the monitoring center and the unified electronic system," Rustam Badasyan said.

By the decision of the government, Davit Khudatyan was appointed the governor of Armavir region.
