A regular Cabinet meeting took place today, chaired by Prime Minister Nikol Pashinyan.
The Government adopted a decision proposing to promote the process of updating vehicles imported from third countries and involved in regular passenger transportation, enabling individual entrepreneurs and organizations to import transport vehicles of new production. As a result, it will be possible to promote the renewal of the transport fleet involved in the regular passenger transportation sector, which will increase the quality of services provided in this sector, will contribute to the renewal of the fleet of minibuses meeting new, higher ecological standards and modern safety requirements.
The Government adopted a decision revising the scholarship policy. According to the decision, it is proposed to include in this list a number of professions, such as the professions of strategic importance in the field of food security and digital agriculture, veterinary medicine, sanitary expertise, agronomy, which includes the fields of organic agriculture, greenhouse agrotechnology, plant protection, and some other spheres. As a result, 70-77 thousand AMD scholarship will be provided to the students of these agrarian professions, according to their progress. According to Zhanna Andreasyan, this will help those personnel to fill the available places in due time and also contribute to the development of the economy. The decision will apply to the students admitted to the 1st year in the 2024/2025 school year with specialties (educational programs) in the agrarian field of primary importance for the state.
The Government adopted a decision to ensure the implementation of the "Maintenance ofinterstate and republican roads" and "Maintenance of transport facilities" measures of the "Road network improvement" program. 3.4 billion AMD will be allocated by the decision. The total length of the roads under repair is 14.1 km, of which interstate roads make up 6 km, republican roads make up 2.7 km, regional (local) roads make up 5.4 km, and the number of transport facilities that are being repaired is 4 (3 bridges, 1 retaining wall).
The Government approved the bill of the Republic of Armenia on ratifying the regulation on the joint activities of the State Commissions of the Republic of Armenia and the Azerbaijani Republic on the delimitation of the state border between Armenia and Azerbaijan signed on August 30. The regulation will be referred to the Constitutional Court to determine its compliance with the Constitution.
Referring to this dicision, Nikol Pashinyan noted, "We are referring this issue to the Constitutional Court to verify its compliance with the Constitution of the Republic of Armenia. If the Constitutional Court issues a positive decision, the issue will be submitted to the National Assembly for ratification, where , perhaps, a more detailed discussion will take place. We did not consider it appropriate to have an extended discussion on this issue in the Government session before sending it to the Constitutional Court, which, I believe is the right approach in this case. More detailed political and substantive discussions will take place in the National Assembly in the case of a positive position of the Constitutional Court, whereas a negative opinion from the Court would lead to a completely different scenario. So, today, I think there was no need to discuss it, but on the other hand, I wanted to note that the decision has been made, and now we are waiting for the Constitutional Court’s ruling."
