PM Pashinyan chairs consultation on Draft Strategic Plan for Police Sector Reforms 2024-2026

A consultation was held under the leadership of Prime Minister Nikol Pashinyan, during which the draft Strategic Plan for Police Sector Reform 2024-2026 and the resulting action plan was discussed.
First of all, the results of the previous strategy were referred to, including the creation of the Ministry of Internal Affairs, the introduction of the Patrol Service, the creation of the operational management center, the programs implemented in the direction of the training of patrol service personnel, etc. It was reported that the action plan arising from the strategic plan envisages improving the quality of public services provided by the Ministry of Internal Affairs, bringing the police management scheme to a final form, introducing a new institutional approach to human resource management, etc. At the same time, during the mentioned period, it is planned to launch the Criminal Police, the Community Police, the Police Guard with a new structure and functionality, to form a unified republican operational management center.
Consistent steps will be taken to improve the educational environment, police personnel training, professional development, development of the Patrol Service, to guarantee the rights of persons deprived of freedom, prevention of ill-treatment and other directions.
At the same time, it was noted that independent organizations recently conducted public surveys to determine the level of public trust in the Police. In particular, according to the results of the survey by the OSCE in 2024, the level of public trust in the Police was 72%, according to the surveys conducted by IRI in 2023 - 58%, and in 2024 - 62%.
Prime Minister Pashinyan emphasized the effective implementation of reforms in the Police sector, emphasizing the need for consistent and continuous steps to increase the level of public trust.
