Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
By the decision of the Government, it is planned to reallocate 1,593,349.2 thousand AMD from the funds allocated by the 2025 state budget to the Ministry of Education, Science, Culture and Sport of the Republic of Armenia for the implementation of capital programs. The purpose of the decision is to allocate financial resources to ensure the completion of the final works of a number of educational and sports institutions, as well as to pay the balances of contracts for completed construction.
The relevant Government decision expands the list of communities that will have the opportunity to receive subsidies for the implementation of programs formed through participatory budgeting. The decision provides for the extension and testing of the procedure approved by the decision during the 2025 budget process of the Republic of Armenia in 21 communities, as defined by the decision, and in the years following 2025, regulations for the process will be planned based on the results of the test. Within the framework of the 2025 budget process of the Republic of Armenia, the selection for testing was made for those communities that in 2024 voluntarily implemented participatory budgeting processes without the allocation of subsidies from the state budget and have sufficient experience. A new version of the community management information system has been introduced and launched in the above-mentioned communities, which includes tools related to participatory budgeting, and integrations with other systems have also been implemented for the identification of the population of these communities.
The 9-point penalty system for driving a vehicle a vehicle will be switched to a 13-point penalty system. The Government made a decision, which envisages the expansion of the gas supply network of the Nor Kharberd district of the Shengavit administrative district of Yerevan. Based on the need to ensure full gas supply to the Nor Kharberd district, the Yerevan Municipality has applied to the Ministry of Territorial Administration and Infrastructure with a request for assistance in including the construction works of the district's gas supply in any of the programs. Having jointly discussed the issue with the Public Services Regulatory Commission and Gazprom, it is proposed to include the gas supply works in the program aimed at providing Yerevan with additional gas supply capacities, approved by the Government's Resolution No. 970-L of June 16, 2023. With the adoption of the decision, the Nor Kharberd district of the Shengavit administrative district of Yerevan will be fully supplied with gas.
The Government made a decision to organize the activities of the Civil Status Acts Registration Service. As a result of the adoption of the decision, the implementation of the powers delegated by the state to the heads of communities in the field of organizing the activities of the Civil Status Acts Registration Service and the normal operation of service centers will be ensured in accordance with the procedure prescribed by law.
The Executive has approved the procedure for including museum objects and collections from museum items in the museum collection of particularly valuable and exceptional importance for the Republic of Armenia. The purpose of the adoption of the decision is to establish unified criteria for inclusion in the museum collection of particularly valuable and exceptional importance for the Republic of Armenia, which will also enable scientists and researchers to find important sources for scientific research and scientific studies.
The Executive has made a decision, which is conditioned by the need to carry out reconstruction work on the house of a citizen located in the Nerkin Karmiraghbyur settlement of the Berd community of the Tavush region of the Republic of Armenia as a result of the shelling in July 2020.

Taking into account the above, the staff of Tavush Governor has obtained design and estimate documents for the reconstruction of the house, according to which about 13 150.4 thousand drams will be needed for the reconstruction of the house. As a result, it is planned to allocate 14 210.4 thousand drams to the Staff of the Tavush Governor of the Republic of Armenia. The funds necessary for the implementation of the above-mentioned works in 2025 were allocated from the 1212 program's "32001. Implementation of urgent programs requiring priority solutions in the regions of the Republic of Armenia" measure.
