Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government adopted a decision “On the Report on the Progress and Results of the Implementation of the Government Program of the Republic of Armenia (2021-2026) for 2024”. Accordingly, the Government approved the report in accordance with the appendix. It will be submitted to the National Assembly of the Republic of Armenia. Referring to the decision, Nikol Pashinyan noted that it is traditionally discussed in detail in the National Assembly. The Prime Minister referred to the latest publications of the Statistical Committee - statistics on socio-economic results for 2024, according to which a real GDP growth of 5.9 percent was recorded in the Republic of Armenia. The Prime Minister recalled that the goal set for the 2021 parliamentary elections was to ensure an average of 7 percent economic growth. "In 2021, 5.8 percent economic growth was achieved, in 2022 - 12.6 percent, and in 2023 - 8.3 percent, therefore, our target indicator of an average annual economic growth of 7 percent is achieved."
Next, the Prime Minister presented the employment indicator and the average monthly salary for 2024. The latter amounted to 287,172 AMD in 2024, which is by 114,445 AMD or 66.3 percent more than in 2018. Inflation in 2024 compared to 2023 was only 0.3 percent, while salary growth in 2024 compared to 2023 was 6.4 percent. Nikol Pashinyan also noted that from 2018 to 2024, Armenia's economy grew by 43.5 percent compared to 2017. "Our economy has grown by 43.5 percent over the past 7 years. This is a huge growth, this means that we have ensured an average annual economic growth of more than 6.1 percent." Summing up his speech, Nikol Pashinyan emphasized that Armenia continues to be on the path of stable economic development. The Prime Minister once again expressed gratitude for the work done to all bodies and employees of the state administration system, as well as representatives of the business community of Armenia, taxpayers. "We must generate funds, including budgetary funds, through joint work to meet the needs of our state and ensure the development of our state."
The Government approved the Law "On Cryptoassets" and a package of bills on amendments and additions to a number of related laws. As a result of the adoption of the package of bills, a clear regulatory framework will be formed in the cryptoasset sector, with clearly defined rights and obligations of entities engaged in activities, sufficient mechanisms for protecting the interests of customers, and transparent market operations. The regulation will allow for the formation of a clear legal framework. At the same time, effective mechanisms for protecting the interests of customers will be created.
At today's Cabinet meeting, Nikol Pashinyan touched upon the topic of the universal declaration and noted that as of last Monday, 2,486 people had already received 232 million AMD back for social credits. "I want to once again call on all of us to submit the universal declaration system more actively," said Nikol Pashinyan. Within the framework of the logic of using the social credit system, the Prime Minister called on citizens to spend the money in a non-cash manner, since payments made in cash, for example, for educational or healthcare expenses, will not have the opportunity to be returned within the framework of social credit. Once again emphasizing the importance of communication with the public, the Prime Minister emphasized the importance of presenting a social video on the topic, which should be about how to fill out the universal declaration, how to receive social credit and in what cases. "This is a strategic program, and a person should receive this signal on a daily basis, it should be explained why this is a strategic program from the point of view of developing human capital."
