The implementation of the SRC development and administration improvement strategy action plan discussed under the leadership of the Prime Minister

A consultation was held under the leadership of Prime Minister Nikol Pashinyan, during which the implementation of the State Revenue Committee development and administration improvement strategy action plan was discussed.

The main performance indicators of the SRC activities, programs of public importance and upcoming activities were reported. It was noted that 70 measures were envisaged within the framework of the strategy. Drafts of separate strategies for tax and customs administration reforms have been developed and are in the finalization stage.

Presenting the measures implemented within the framework of improving management systems and providing digital services to taxpayers, it was emphasized that as a result of the work carried out, the time for fulfilling customs obligations has been reduced, a transparent and easy procedure has been introduced, the functions and processes of SRC subdivisions have been optimized, an effective management model has been introduced, work efficiency has been increased, a certificate of compliance with international information security standards has been obtained, and etc.

As a result of the work carried out to increase the efficiency of administration, increase revenues, and reduce the shadow economy, contacts between law-abiding taxpayers and the State Revenue Committee have been reduced, the number of shadow and untrustworthy economic participants has been reduced, the possibility of thematic inspections of entities collecting state duties has been introduced, possible risks in the state duty accounting process have been reduced, etc.

Reference was also made to the ongoing measures aimed at reducing resources spent on document circulation, reducing the likelihood of errors due to the human factor, more targeted use of labor resources, etc.

In terms of 2024 performance indicators, the following were highlighted: a 5.1 percent increase in tax revenues, an 8.1 percent increase in taxpayer refunds, a 4.9 percent increase in income-generating jobs, which characterizes the dynamics of the economy and is an indicator of a certain decrease in the shadow economy, and a 6.5 percent increase in the average salary.

Among the upcoming tasks, it was presented that it is planned to carry out work on customs and tax digitization, development of analytical and control /administrative/ tools, construction and modernization of logistics and administrative infrastructure, development of communication tools.

Based on the report, a discussion was held, the participants exchanged ideas on the process of implementing the strategy, the results of the work carried out.

The Prime Minister emphasized the importance of systematic work related to the generation of electronic cash register receipts during non-cash sales, the implementation of necessary measures to simplify the work of taxpayers, and increase efficiency. Nikol Pashinyan instructed to take consistent steps to resolve issues related to the product labeling system.
