The work carried out within the framework of the Strategic Program for the Creation of an Integrated Cadastre discussed at Government

Chaired by Prime Minister Nikol Pashinyan, a consultation was held, during which the report on the Strategic Program for the Creation of an Integrated Cadastre was presented, including the work carried out in 2024.

Head of the Cadastre Committee Suren Tovmasyan presented the targets set by the program and the work carried out and planned to be carried out for their implementation. In particular, in order to ensure the target of adjusting, modernizing, optimizing and standardizing the base spatial database, the following work was carried out: correction of cadastral maps, updating the geographical names information base, identification of unregistered properties and adjustment of the information base, standardization of base cartographic layers (surface waters, relief and transport network) and entry into the geoportal.

Suren Tovmasyan reported that correction of cadastral maps of 500 settlements was carried out, of which 156 in 2024. Completion of work scheduled for March 2026.

In the reporting year, automated detection and correction of discrepancies between the registration database and cadastral maps were carried out. An automated algorithm was developed that allows comparing property registration data with cartographic layers and detecting discrepancies. It is planned to introduce the system in the registration system in order to immediately provide information on detected discrepancies to the registry. In 2024, about 20,000 units of property were identified and placed on cadastral maps as necessary. During 2025, another 5,000 properties are planned to be identified.

Last year, a system for automatically generating a name passport for a geographic object was introduced in the National Geoportal. In 2025, it is planned to compile and update data on about 10,000 geographical name passports. It was reported that currently the National Geoportal reflects data submitted by a number of departments. In the reporting year, work was also launched on the implementation of a new multifunctional national geoportal in accordance with international standards.

A Unified Address Registry was created. During 2023, about 1 million addresses were standardized, spatially linked, and an information database was created. In 2024, another 200,000 addresses were added to the registry database, and next year it is planned to add another 40.000 standardized and adjusted addresses to the database.

Based on the report, a discussion was held, the participants exchanged views on the progress of the strategic plan implementation and the results of the work carried out.

Prime Minister Nikol Pashinyan highlighted the work done in the field and stressed the need for continuous improvement in all areas. The Prime Minister noted that it is necessary to accomplish the platform, upload data and define the principles of its management. It was emphasized that this data can also be useful for improving the investment climate. In this context, the need for commercialization of some of the platform's data was emphasized. "It is obvious that the most demanded product in the modern world is data," the Prime Minister said and instructed the heads of relevant departments to fill the platform with data available in their areas of coordination.
