Prime Minister Nikol Pashinyan particularly said in his speech,
“Honorary Heads of State,
Dear participants of the meeting,
I am sincerely glad to welcome you at the regular sitting of the Supreme Eurasian Economic Council, during which we summarize the work done this year.
I am also pleased to welcome the Honorary Chairman of the Supreme Eurasian Economic Council Nursultan Abishevich Nazarbayev. I would also like to sincerely welcome the leaders of the observer states, the President of the Republic of Uzbekistan Shavkat Miromonovich Mirziyoyev, and the President of the Republic of Cuba Miguel Mario Diaz-Canel Bermudez.
I would like to thank Kassym-Jomart Kemelevich Tokayev for his efforts to implement the priority goals and tasks outlined within the framework of the Kazakhstan’s presidency over the Union. Obviously, the presidency can be considered extremely effective given the well-coordinated cooperation between the Member States and the Commission, as well as a range of important decisions aimed at enhancing the Union's role in the socio-economic development of the Member States.
Dear colleagues,
One year after the adoption of the strategic directions of the Union's development for the next 5 years, we can speak about very promising intermediate results.
An important aspect of the development of the Eurasian integration and one of the main criteria for cooperation in the EEU should be the development of the Union's internal market.
It is the establishment of an internal market without obstacles, restrictions and exclusions that will be a powerful stimulus for the economic-industrial growth of our countries, increase of competitiveness, activation of business, creation of additional jobs, reduction of unemployment.
The intensification and deepening of integration processes will contribute to the structural transformation, modernization and diversification of the economies of the Member States, which is extremely important in the context of fluctuations in world commodity prices and the aggravation of the global crisis phenomena.
In addition, it is clear that the trade in services, which has become a dynamic component of the modern world economy, is a new impetus for the diversification of exports for developing countries. Under such conditions, the importance of boosting exports of services by the EEU member states increases, the volume of which is not so significant yet. The monitoring of the implementation of liberalization programs and the analysis of the market of services of the EEU and the member states will allow to formulate a number of problems of its functioning, to continue further constructive work based on mutual understanding, taking into account the interests of all member states.
We must also implement the strategic task of constantly increasing the share of national currencies in trade transactions within the EEU.
Inflationary phenomena in the world and rising prices once again confirm this need. Another key component of the effective development of the Union underlined in the strategy is the expansion of the horizons of international cooperation and the establishment of a wide network of trade and economic ties.
In this context, I would like to draw your attention once again to our interest in concluding a full-fledged free trade agreement between Iran and the EEU. The experience of the interim agreement with Tehran clearly shows the potential and prospects for further deepening of cooperation. And despite mutually beneficial agreements were reached on a number of issues during the first round of talks in Yerevan in early November, the extension of the interim agreement in this period is completely justified.
Over the years, we have developed different formats of cooperation with third countries. The solution of these issues is summarized in the main directions of the EEU international activity in 2022, where the main vectors and practical priorities of the Union for the next year are outlined, with an emphasis on potential promising areas.
Dear colleagues,
Within the framework of Eurasian integration, a rather stable institutional base has been formed, the work of the common market is being regulated, there are certain achievements in the field of international cooperation. At the same time, in order to look to the future with confidence, at this stage we must bring in line what has already been created with the changing internal and external conditions. This is an ongoing work, the evidenced of which is the coordination of the Second Great Protocol.
In addition, it is obvious that achieving progressive development rates is possible through the implementation of specific projects in the high-tech industry, establishment of technological chains, joint engineering laboratories, technological systems, and diagnostic institutes.
The development of industrial potential directly depends on the digitalization of the industrial environment. And this means wider use of high-speed computing infrastructure and microelectronics production base. These resources are interconnected in development and require joint efforts.
I would like to emphasize that Armenia has a certain potential, which may be required when developing "mega-projects" in the field of digital technologies in the EEU.
Naturally, the implementation of the digital agenda is not an end in itself. It must be aimed at achieving results. It is in this context that we consider the use of navigation seals in the EEU to track cargo transportation. This will be a serious supplement to the digital transformation process, as well as will significantly facilitate the process of supervising cargo transportation both within the EEU and during transit through the territory of the EEU member states.
Dear participants of the meeting,
Taking into account the fact that the Republic of Kyrgyzstan will take over the presidency of the EEU bodies in 2022, I would like to wish success and reaffirm the readiness to cooperate with all member states for the benefit of the Union."
The international activities of the EEU envisaged for 2022, the facilitation and consistent simplification of cooperation in the markets of different spheres within the EEU, the draft EEU 2022 budget, as well as the implementation of the agreements reached at the previous meeting were touched upon during the sitting of the Council.
