A regular Cabiet meeting took place today, chaired by Prime Minister Nikol Pashinyan.
For the implementation of a number of urban projects, the Government will allocate about 10 billion AMD to the Ministry of Territorial Administration and Infrastructure. In particular, it is planned to overhaul a number of kindergartens and courtyard of some other kindergartens in Yerevan with state funding. The project of construction of fountains near Saint Gregory the Illuminator Church in Yerevan and improvement of the surrounding area will create a new cultural and recreational zone in the Kentron administrative district, which will give a new architectural and touristic breath to the city of Yerevan.
Referring to the decision, Nikol Pashinyan noted that it has been discussed for a long time. "You know that we implement various state programs, including subsidy programs, in regions. Moreover, the volumes of these investments are quite impressive now. During my visit to Vayots Dzor Province, I recorded that only the Ministry of Territorial Management and Infrastructure invested 35 billion AMD in Vayots Dzor from 2018 to date. That's a huge amount. Starting from 2019, 2020, our colleagues in Yerevan raised the issue that the city of Yerevan does not benefit from subsidy programs, in many cases we do not implement investments with direct state funding either. As a result of discussions, we came to the conclusion that we should see what important programs there are, which are also our political commitment, and try to implement them one by one. And here, as a result of discussions lasting almost a year, we came to a conclusion about which programs should be implemented."
The Government adopted a decision to ensure the implementation of the "Maintenance of State Roads" and "Maintenance of transport facilities" measures. The total length of the highways to be repaired under the decision is 62 km, of which 13.3 km are interstate highways, 36.5 km are republican roads, and 12.2 km are regional (local) roads.
The Government gave its consent to recognize the buildings No. 10 and No. 17 of Arzumanyan Street in Yerevan and adjacent areas as overriding public interest, to approve the investment plan and to alienate the plots owned by the community in the form of direct sale. The multi-apartment residential buildings located at those addresses have been assessed as emergency level 4 and in order to solve the problems of ensuring the safety of the residents of the building, it is necessary to demolish the emergency building, and allocate apartments to the residents from the newly constructed buildings on the site.
The Government has approved the 2024-2026 development plan of industrial crab farming in Armenia. The purpose of the regulation is to contribute to the introduction of modern technologies of industrial cramp farming in the country, promotion of local production, creation of added value in the country through partial reimbursment of investment costs. According to the plan, 18 modern crab farming complexes (12 small, 3 medium and 3 large) are planned to be established in the country. It is planned to provide reimbursment to the economic operators in the amount of 50% of the investments made. In case of accepting the plan, the total amount to be reimbursed is 897.0 million AMD, for which it will be necessary to allocate 299.0 million AMD annually from the state budget in 2024, 2025 and 2026. As a result of the implementation of the plan, the technology of breeding and growing crabs in an industrial way will be introduced in Armenia, forming an extensive network of crab breeding complexes and restoring the export process of crabs. As a result, 162 tons of crabs will be produced annually in the country.
