The Prime Minister chairs discussion on the progress of public administration reforms

The Government, chaired by Prime Minister Nikol Pashinyan, discussed the progress of public administration reforms.

The responsible officials reported on the work carried out in the areas of strategic planning and policy development, service delivery, institutional modernization, human resource management, participatory governance, and strategic communication.

Deputy Prime Minister Mher Grigoryan reported on the process of improving the strategic planning system and increasing the quality of services provided to the public in accordance with the 2023-2025 roadmap of the public administration reform strategy. In this context, the launch of the National Digital Platform of Services of Armenia, the definition of the legal basis for the digital architecture of services, the full launch of the unified mechanism for electronic identification and signature of a person were highlighted. Mher Grigoryan also touched upon the components of the main state strategies, the work on the development and approval of strategies.

Deputy Prime Minister Tigran Khachatryan, in turn, presented details on the work aimed at increasing institutional efficiency, human resources management, the key problems related to the above-mentioned areas, as well as upcoming tasks.

The Chief of Staff of the Prime Minister, Arayik Harutyunyan, presented the work carried out in the direction of participatory governance and strategic communication. It was emphasized that an in-depth analysis of the situation was carried out, work was carried out on the development and implementation of the strategic communication model and transition phase. Among the upcoming tasks, reference was made to the planned measures aimed at strategic communication and participatory governance, including the introduction of the strategic communication transition plan, capacity development of public administration employees, digitalization of strategic communication, development of guidelines for participatory governance forms, and improvement of digital platforms.

A discussion was held based on the presented reports, and the participants of the meeting presented their observations and suggestions.

In conclusion, the Prime Minister gave instructions on priority tasks, including digitalization, as well as planned work on increasing institutional efficiency and human resource management.
