Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government has adopted a decision aimed at expanding the scope of social expenditures on healthcare and education, introduced in parallel with the universal declaration of income of individuals in the Republic of Armenia. As noted by the Minister of Finance Vahe Hovhannisyan, this applies to 3 areas. The first concerns tuition fees paid for music, art, fine arts, dance schools, centers for extracurricular organizations, children's and youth sports schools, other extracurricular programs and non-formal educational programs guaranteed by the Ministry of Education, Science, Culture and Sport. The other area concerns textbook rental expenses within the framework of secondary, general specialized special educational programs in the amount of 3,000 AMD per student. The third area concerns expenses for dental services during 2024-2025.
Then, an exchange of views took place, during which issues related to the effective implementation of the system were raised. A number of proposals and observations related to the improvement of the process were presented. The Prime Minister instructed to carry out awareness raising activities to present the details of the topic of expanding the return of social credits within the framework of the general declaration to the public.
By today's three decisions of the government, 7 real estate properties owned by the Republic of Armenia have been attached to the State Property Management Committee of the Ministry of Territorial Administration and Infrastructure for the purpose of their further managment. As noted by Minister of Territorial Administration and Infrastructure David Khudatyan, the mentioned 7 properties were returned based on the claims of the Prosecutor General's Office, by judicial acts issued by the Anti-Corruption Court. The property is already registered as the property of the Republic of Armenia. "The properties are located mainly in Yerevan and Kotayk region. They have different cadastral values. The property with the highest cadastral value is 730 million AMD," the minister noted.
“This is the legal, legitimate implementation of our political commitments,” said Nikol Pashinyan and addressing to the Prosecutor General of the Republic of Armenia Anna Vardapetyan, asked: “Can we now state that the mechanism for confiscating illegal property in the Republic of Armenia is, in fact, fully functioning? We have two mechanisms in parallel, one for protecting state interests, and a mechanism that we have just introduced, the system for protecting community interests, which was again introduced from scratch.”
In response, Anna Vardapetyan noted: "The approximate market value of the listed 7 properties is about 1 billion 732 million drams. This is the cadastral value, and further assessment within the framework of the market value will exceed the stated numerical expression at least several times. During 2023-2024, the total market value of the properties and funds returned within the framework of the Prosecutor's Office's two exclusive powers - the function of protecting community interests introduced at the beginning of 2023 and the confiscation of property of illegal origin - exceeds 30 million US dollars. Answering your question as to whether the confiscation of property of illegal origin is a reality or not, it has already been confirmed by a judgment that has entered into legal force by a judicial act that this institution is functional and we have a fully satisfied claim with a final judgment that has entered into legal force in the three-level judicial system."
