Prime Minister Nikol Pashinyan attended a ceremonious meeting dedicated to the 101st anniversary of the establishment of the Office of Prosecutor General in the Republic of Armenia and on Prosecutor’s Day. The Prime Minister delivered a speech and congratulated all the prosecutors.

Dear Chairman of the Court of Cassation,
Dear government representatives,
State officials, guests,
Dear prosecutors,

I congratulate all of us on the 101st anniversary of the formation of the Office of Prosecutor General in the Republic of Armenia and the Prosecutor’s Day. I say “all of us,” because the conversation that we started here last year actually continues and must continue not only in the Prosecutor’s Office, but throughout the law enforcement and public administration system.

Our goal and idea is that every citizen of the Republic of Armenia should consider the Prosecutor’s Day his own holiday, because the main substantive function of the prosecutor’s office is ultimately to protect and respect the rights of citizens, as well as the interests and values of the state.

Recently, I read one famous article by the Armenian Enlightener Mikayel Nalbandyan. I made two notes for myself from this article that I want to quote. First quote: “The law punishes the guilty. The Asian sees revenge in this, but we see the protection of public law in this equitable act.” The second quote: “Justice is the pledge for a nation’s survival; no nation can arise, i.e. make progress unless this rule is observed.”

The cause of many tragic chapters of our centuries-old history was the lack of justice, which is the most powerful factor dividing the nation - when people are divided into first and second grade citizens, when the right is an instrument of elitist application. And this reality has manifested itself in many famous literary works and in folklore. For example, there are many stories on this topic.

I would like to quote the well-known story “The Poor’s Honor,” which tells how the rights of an ordinary person, a financially insecure citizen, can be violated in cases where it seemed that justice should be on the side of the citizen. It is not accidental that one of the most common proverbs in our reality is: “If a rich man dies, the entire world is moved; if a poor man dies, nobody knows it,” which means that he who has a host will be protected, while an orphan will go astray

Unfortunately, our law enforcement system used to run under this very logic for a very long time. I specifically quoted the classics so that my words were not politicized in the context of the current political situation in order to show that this is not at all a new problem, nor one that has arisen in recent decades, and addressing it is our most important mission, first of all, this is the most important mission of the office of Prosecutor General.

It is as a result of the activities of the prosecutor’s office and the law enforcement system that the phrase “having a host will be protected, and an unattached wolf will carry off” should become a museum exhibit, a folklore phenomenon that has nothing to do with our present reality today, since every citizen of Armenia should feel that there is a state.
Every person in Armenia must feel that he is protected in our country, as in well-established families, people feel protected, and in families, people should feel as protected as in established countries. This is a very important mission, and in this mission the prosecutor’s office, of course, has a leading role.

Law in the Republic of Armenia should no longer be an elitist privilege. Every citizen must be sure that people wearing this uniform and these shoulder straps serve the rights of every citizen, regardless of their status, social status, origin, place of residence or work. And this mission really has a historical, pivotal and, I do not dare say this, even a revolutionary value.

In this regard, I want to say that I evaluate the work of the prosecutor's office over the past year as effective. This does not mean that it is perfect. I think none of us works flawlessly and, unfortunately, it is difficult to say whether we can achieve perfection or not.

However, I think over the past year the prosecutor’s office of Armenia has shown that it is indeed the prosecutor’s office of the new Armenia and is ready to fulfill the mission, the function that the people of the Republic of Armenia - the supreme power carrier in the country - are facing.

In this regard, I would like to thank all the employees of the prosecutor's office for their work and express the hope that in the future this work will be more efficient, and every day and every year more and more citizens, all citizens of the Republic of Armenia will see that the prosecutor's office their prosecutor's office, the prosecutor's office that ensures their future.

Our further actions in this sense are very clear: the criminal must receive his inevitable punishment. Criminal subculture must be eradicated in Armenia.

The place of the criminal in prison. The culprit should be at liberty only when we all have guarantees that the public threat from him is at least in the area of manageability.

The Prosecutor General noted, and I want to emphasize that, yes, our work in the fight against corruption, the work of the prosecutor's office should be as efficient as possible. Moreover, by saying “corruption,” we should perceive it neither as past nor as present phenomenon.

Corruption remains corruption, regardless of whether it relates to a former or current official. In this sense, we are at the crossroads of the past and the present, and I think the most important mission of the law enforcement system is the inclusion, in the figurative sense of the word, the red light before the past and the green before the future, and the accessibility of this future, the accessibility of a protected, legal, legal future will be provided.

For conscientious fulfillment of official duties and in connection with the Prosecutor General Office Day, Deputy Head of the Public Interest Defense Department Eduard Gasparyan and Prosecutor of the Military Prosecutor’s Office of Garrison No. 2 Araik Petrosyan were awarded medals by the Prime Minister of the Republic of Armenia.

For valuable contribution to the enforcement of legality and public order Mkhitar Gosh Medal was awarded to Head of International Cooperation Department Yeghiazar Avagyan and Head of Corruption and Economic Crimes Department Arsen Simonyan.
